Nicotine Pouches in the Nordics: A Friendly Guide to Markets, Laws & UK Connections

• Nicotine pouches are most popular in Sweden, with Norway being the most restrictive and Finland having the tightest regulations.
• Scandinavian-inspired brands like Nordic Spirit, ZYN, and VELO dominate both the Nordic and UK markets.
• Legal restrictions in some countries shape the products available and how they can be sold.
• UK consumers can safely access these pouches online via Haypp, enjoying a Scandinavian-style experience at home.

Nicotine pouches are small, tobacco-free sachets that deliver nicotine when placed under the lip. They contain nicotine, plant fibres, flavourings, and food-grade ingredients.

Unlike traditional snus, they don’t include tobacco leaf and don’t require refrigeration. You can use them discreetly anywhere, with no smoke, no mess, and no staining. While the terms are often used interchangeably, they aren’t the same:

• Scandinavia: Sweden, Norway, Denmark
• Nordic Region: Scandinavia plus Finland and Iceland
• This distinction matters because nicotine pouch laws differ between countries, and grouping them correctly makes the market picture much clearer.

Nicotine pouches were first developed in Sweden, building on the country’s long tradition of smokeless nicotine use, including snus.

Over the last decade, demand has spread across the Nordic region, making it one of the strongest markets for smokeless nicotine products globally. With declining smoking rates, oral nicotine products are increasingly popular for their convenience and discreet use.

Sweden is the home and largest market for nicotine pouches in the Nordics. Products are widely available, with regulations focusing on age limits and product safety.

The culture of oral nicotine, thanks to snus, makes pouches a natural choice. Sweden also leads Europe in smokeless nicotine consumption, with a mix of flavours and strengths widely enjoyed.

Norway has a strong oral nicotine tradition, but tobacco-free nicotine pouches were banned in 2018 because regulators classified them as a new product outside traditional tobacco laws.

Some brands, like EPOK, remain available by adding minimal tobacco, allowing them to be sold legally. This has created a unique market niche for those seeking pouches in Norway.

Denmark allows nicotine pouches for adults (18+), with rules around health warnings, advertising, and point-of-sale display.

The market is still smaller than Sweden’s, but pouches are becoming increasingly popular, particularly among users looking for a discreet, smoke-free option.

Finland treats nicotine pouches with higher nicotine levels as regulated products, requiring permits and limiting how they can be sold or marketed. From August 2025, online and cross-border sales will face stricter restrictions, and personal imports will have limits.

These measures make Finland one of the strictest Nordic markets for pouches.

The Nordic region has produced some of the most popular nicotine pouch brands, many of which are also available in the UK through Haypp.
